The code behind is only about a page of python script and complex big-data sites can be made with relatively short time. It uses a django style template but can be tailored to other methedologies easily.
This site itself can be obtained with its python code all in a zip file. It should run immediately in the App Engine using the latest HRD (high replication) datastore and python Version 2.7
You can use any html pages, of course, but Skeleton offers a responsive mobile friendly css. This site is using it without changing any css files.
